Before anything is automated we name who decides the cases the system will not. That name goes into the build, not into a meeting note.

The awkward cases get written down and tested first: the missing record, the two records that disagree, the provider that is down.

A stopped job says why
When something halts it shows what it read, where it stopped, and who picks it up. Recovery should never depend on a guess.

You can see what ran, what stopped, who is allowed to step in, and what the next change would involve.

We work with the person doing the job now and the person who signs off on it. If either is missing, the build drifts away from the actual work.
